I went to the Paper Makers of Victoria meeting on Saturday where the attendees created a "tabbyweave" book.
The process is to paint 2 sheets of paper, slice them into strips (or tabs), then weave them into a cover and then insert a concertina (folded pages).
No glue required.
The woven tabs (hence the name 'tabby weave') keep the bits in place
I painted my paper orange and added blue spots.
